Fines policy changes from 24 April 2017

The following fines policy changes will be trialed from Monday 24 April 2017:

1. Raising the fines limit from £5.00 to £10.00, i.e. accrued or accruing fines of £10.01 (previously £5.01) or higher will block borrowing or renewing.
2. Introducing a 1-day grace period, e.g.:
   Reader A has a book, returns it 1 day late. S/he won't get fined for
   this.
   Reader B has a book, returns it 2 days late. S/he will be fined for
   both days the book has been overdue.
